This is not part of the mosaic Law, but from the mouth of Jesus Christ as spoken in Matthew 19:3-9:
3 The Pharisees also came unto him, tempting him, and saying unto him, Is it lawful for a man to put away his wife for every cause?
4 And he answered and said unto them, Have ye not read, that he which made them at the beginning made them male and female,
5 And said, For this cause shall a man leave father and mother, and shall cleave to his wife: and they twain shall be one flesh?
6 Wherefore they are no more twain, but one flesh. What therefore God hath joined together, let not man put asunder.
7 They say unto him, Why did Moses then command to give a writing of divorcement, and to put her away?
8 He saith unto them, Moses because of the hardness of your hearts suffered you to put away your wives: but from the beginning it was not so.
9 And I say unto you, Whosoever shall put away his wife, except it be for fornication, and shall marry another, committeth adultery: and whoso marrieth her which is put away doth commit adultery.
This clearly states that the only way to remarry is based upon divorce by a spouse who's husband/wife has committed fornication (this would also include adultery). It was part of the Jewish Law prior to Christ , the law that if a man died without heirs his widow was to marry his brother to raise up children in the name of the deceased . Remarriage is permitted based upon this criteria and this alone.

Divorce is never, ever intended to be God's best, but sometimes, as in the case of unrepentant abuse, it may actually be a step towards moving from a state of lesser morality to greater morality. For example anyone who brings violence and abuse into their family life is putting asunder the marriage covenant that God has blessed. It is the violence is what breaks up the marriage and the one responsible for the violence is the one responsible for the breakup. The actual divorce is in fact only the public acknowledgment of the private truth that a marriage covenant has been long since destroyed.
Remember Jesus defined adultery as something as small as a look and 'lust in your heart.' Yet to another person who is beaten week after week, month after month, year after year and has her kids smacked around, "We will not support you, grieve and comfort you," in some places seems to be the response. And in reality they are placed outside the Church for all intents and purposes in some instances! Words cannot express the sadness I feel when I come across this 'teaching' in Christian circles!!! Is this really the God they know? So much needless grief, guilt, estrangement and condemnation has been heaped on those, who in others eyes, have not received a 'Biblical divorce" in some peoples eyes!
The above shows that there are reasons for divorce other than adultery and yes, of course they can remarry ... Biblically.

But to answer your question briefly, the reason why remarriage is not allowed is because God says that neither divorce nor adultery nullify the first marriage. Thus remarriage is only allowed in the case of the death of the other spouse.
"For example, by law a married woman is bound to her husband as long as he is alive, but if her husband dies, she is released from the law of marriage. So then, if she marries another man while her husband is still alive, she is called an adulteress. But if her husband dies, she is released from that law and is not an adulteress, even though she marries another man." rom 7:2,3

1st Corinthians chapter 7 has to do with marriage. and it only allows remarriage if the other partner dies. that just goes to show how much emphasis God puts on marriage, people take marriage to lightly , its a bond that in Gods eyes last until death. the Bible does allow for divorce so that some one is not bound to an abusive relationship but it doesn't allow for remarriage unless its to your spouse again, or unless your spouse dies.
