They can chew up the rubber when used on dry, hard road surfaces. The chains are designed to dig into and gain traction on snow and ice. No snow, no cushion, so the links dig into the tire.

Yes!!! In most cases you should not need snow tires or chains if your tires are in good condition. It is a matter of good driving skills.
I have driven for 51 years in blizzard and wet conditions and have never been stuck no have I lost control.

they can if used all the time. put them on for the very worse conditions, then remove when conditions are better and your tires will be o.k.
