Of course- though you don't want that to happen. Inbreeding like that is very dangerous for the female and for the puppies, as it takes any possible defects in the dog's genes and multiplies them - Of course, you can get two copies of a good gene when breeding that close, but the danger of the bad genes outweighs it imo.
A male and female dog should both be at least 2 years old, and have all their health screening done before you even think about breeding.

a male mammal can have offspring wiht his daughter, and a female mammal can have offspring with her son. Not recommended but it can be done.
dogs can get pregnant in thier first heat cycle , not recommended but it can be done.
say 8-9 months . I would wait till after the dog is over a year at least tho.

Can- yes
Should- no.. not unless you have a really good education in genetics, the laws of inheritability and full knowledge of 10 generations of the pedigree on both sides.
Can- first season- 6 mos or so
Should- After the age of 2 when all health testing such as OFA for hips and elbows, CERF for eyes as well as heart and thyroid clearances have been passed.. plus any additional testing needed for her breed... And she holds a working or show title of some sort... and the dog she is mated to needs all these things also.
Best bet... spay her.

Yes, a male dog can mate and produce puppies with his daughter. It's dangerous and can cause birth defects in the pups, including mental defects.
Female dogs come into their first heat around 6 months old. They can physically be bred at that age, but it's a very bad idea--these dogs are still puppies, and complications will result.
If your situation is what it seems like, I advise you to separate your dogs immediately. Get them spayed and neutered unless they're show dogs.

Only if the dog's owner is irresponsible and stupid enough to let them near each other for breeding...
Yes, they can have puppies together.
No, they SHOULDN'T have puppies together.
Get one (or both) fixed so you don't have to worry about it.
