You use the the weight to measure 1 kg of rice. Then you use the weight plus the 1 kg of rice to weigh 2 kg of rice. Then you use the 1kg weight and the 3 kg of weighed rice to weigh 4kg of rice, etc. Repeat this *5* times and you will have exactly 31 kg of rice.

I assume you're talking about using a balance scale.
The answer depends on powers of 2.
1. Measure a 1 Kg. Wt. of rice, (2^0).
2. transfer it to the weight end of the scale,
then weigh a 2 Kg. Wt. of rice, 2^1.
3. transfer as above, (you now have a
4Kg. weight, 2^2)......
Continue until you reach 16Kg. (2^4) on each
arm of the scale, (32Kg. total).
Remove the 1 Kg. weight & ..voi'la ..31 Kg. of rice.
