If you don't have a yard then you really need to keep him on a leash. In all but the most rural areas of the US there are laws that state that all dogs must be on a leash no longer than 6 feet in length. Not only is it against the law to have a dog off leash but not having them on one in a city setting is just asking for your dog to get hit by a car. Even if they come to you most of the time when they're called it could be that ONE time that they don't that proves fatal.

Use a long leash for the training, as some of the others described. Also, say your dog's name every time he does something good, when you're feeding him, when you're playing with him, etc. He will gradually learn his name and saying it will get his attention.
It may take some time to train your puppy to come when called, and even a well-trained dog may not come when called if it's fixated on a squirrel or some food across the street. Always keep your dog on leash if he's not in a fenced area. Most cities have dog parks, if you want to play outdoors without a leash on him.

Get something that clicks loud enough for your puppy to hear it. There are small children toys that do this. They will respond (at least look) when they hear an odd sound. Start in the house. Click, dog looks, reward with a favorite treat. Repeat, repeat and repeat. Most dogs learn within minutes. It won't be long before your dog will come to the sound of the clicker, leashed or not. And in no time you won't need to reward except with a pat on the head.

it is best to keep your puppy on a leash while he is loose in the house. Its fine if it drags everywhere while he runs around. This way if he misbehaves you can catch him fast and correct him. Plus he will get used to the leash being on and will not associate ONLY being good while on leash.
Positive reinforcement is VERY important when teaching the "come" command. Start out telling him to come (repeat it till he reaches you) and pull him over by the leash, praise him alot for it. Maybe even make it a game for you guys, if hes really difficult you might give him treats for coming to you - especially voluntarily! The more he associates treats for coming to you the better. It will come in handy when your in publlic and hes off leash headed for anything potentially dangerous.
P.S. I kept my dog on leash for over half a year. He loves me still!

For now, get a longest extendible leash you can find. Call the dog when it gets far away from you, and if he doesn't come, you still have control and can give a tug on the leash. Always be consistent with the way you call him, and always reward him when he does the right thing.

I hate to say it but you have to keep the pup on a leash until you get their undivided attention. Being off leash, they are easily distracted. They have to be leashed until they are convinced of what it is you're trying to teach them. As they get older, then a leash won't be required, but for now-leash.

Simply train him to come to you. Use a leash at first and tell him to come to you, and when he does praise him and give him a treat. Keep doing this, with and without a treat (To keep him on his toes and surprise him) Once he gets better at coming to you, you can begin to train him without the leash. And so on...
