Next time you see somebody in the National guard take a close look at the uniform and note the words: "US Army."

The National Guard is a reserve component of the US Army and every person in the Guard is a soldier serves the _nation_ and his or her state.

There should be quite a few places around. The best place to go would be an Armory or Armed Forces Reserve Center. You might be able to find one in the phone book. If you are wanting something that's got a higher success rate, try http://www.1800GoGuard.com. They've got a full listing and can start the process on the phone.
As to staying in state, Will you be assigned to your state's Guard and go for your weekend a month in state? Yep. But there is a lot going on with federal deployments and whatnot, so be aware of it.

The National Guard is state based, so yes you will stay in your state and more than likely have a weekend a month to drill. But some places are different. I drill 1 weekend a month, and in 1 month out of the 12 months, i drill for 3 days to qualify for weapons. I also have 3 weeks out of a year I have to perform Annual Training at my unit, which can just be me running errands.

You will stay in your State as long as you are not deployed. Check with an Army recruiter for details. Most Guard training is on a one weekend a month basis.
