Chai is the worlds word for tea (other than usa.) Chai is a dark mixture of teas. Latte means milk. Usually a latte is used with coffe, but in this sense they are using it to denote a specialty drink in which they can charge you $3.50 a cup for.

You can buy chai tea and brew your own. Just about every specialty tea brand makes their own version of chai tea.
