Call your local animal shelter and make a report. You can do this without disclosing who you are. They take things like this very seriously! What this man is doing, is abuse. It is against the law to keep an animal locked up for one, and then not to supply food or water for another. I wouldn't suggest that you go and let the kitten out because you are asking for trouble being on someones private property. The animal shelter will usually handle things like this within a day so the kitten should be fine. You could also just pop by the neighbors house and tell him that you heard the kitten crying and was wondering if it was ok. Good luck to you.

You will cause problems with your neighbor if you report them! I would ask them why they have done this and if you want the cat, tell him it is your cat, that you are feeding it and you don't appreciate him confining it like that!
If you call animal control, they will take the cat and it will most likely get put to sleep! So, if you like the cat, you can take ownership of it!

I don't see how it could hurt to start feeding them. Maybe they will warm up to you and then you could get a cat carrier and take them to the Vet for shots ,etc..
look in the paper and see if anyone is missing a cat.
