Depends on how secure you are in your relationship. If you are secure, and she's not interested, mark it up to your virility and good looks and move on. If she's interested, then you have to ask yourself how committed this relationship is. If she's not, and he's a pest...then maybe a little non-violent talk about giving her the ability to have a life without his professions of love.

I don't recommend physical violence, because it's always worse for you. ALWAYS. No matter what, you come off with a problem, either legal or otherwise (how many times do you want your girl to say "you didn't have to hit him! I was fine!"?)

Bottom line is, make sure you understand your gal's opinion on the matter, tell her you don't like it at all, be honest about your feelings. Find out if she's got an issue with it. Then, stand back like a man and be the kind of guy she'll decide was the right choice. This other guy may be playing a game...but you have to remember...it takes two to tango, and if she's not interested NOTHING on EARTH will make it happen!

I think that it should depend on how your girlfriend reacts to it.
Does she feel like its a nonromantic or romantic way?
It it makes her feel like its a romantic way then you should take into consideration the fact that she's still with you.
If not, then just blow it off.
Don't let the jerk get to you.

Listen to me I'm a girl! Don't kick his ****, you will look like the bad guy and he will look like the poor wounded good guy to your girlfriend.

Be grown up about it

Just tell him that you think it's inappropriate to be saying that to your girlfriend whether it's non-romantic or not.

How would he feel if you said the same to his girlfriend (if he has one)

Don't worry about it, be flattered that someone likes your girlfriend, it's a compliment, and remember she's with you : )

Oh, and it wouldn't hurt for You to tell her now and again

Love is love, bro, unless you know that he's gay or something, I think I would be watching how she reacts to it. I can see parental love, sibling love, BFF love, but something about this guy is off.

If another guy tells your girlfriend that he loves her, You have to ask her who she really love. Her opinion is important and if she answer that she really loves you, you can ignore him or if you like kick his @$$.
