Surgical steel makes me break out too. I think my Dr. said it has some traces in it, not enough to get to everybody, but the few "lucky"ones break out. Sterling Silver does, although now they are selling some without it. I haven't been gutsy enough to try it though.
My best advice is get used to gold. Not gold plated, but gold jewlery. I love Silver, but if I can't wear it, what's the point? It's all I can wear. It's sounds like we have similer allergies.

I'm not sure of the surgical steel or titanium but I know sterling silver does contain nickel. I have heard that sterling from Ireland has a higher nickel content than the silver from the US.

i'm allergic to nickel too, and i got my belly pierced about 10 months ago. Surgical steel is not supposed to do that to you, because its created especially to go inside your body during surgeries (so it would be really bad for people to be allergic to it). Titanium, however, might contain traces of nickel - i'm not sure. I know you're generally supposed to be okay with silver.

Question: is it reacting now that you have the surgical steel in, or now that you have something with silver/titanium??

if its reacting with surgical steel, you might be allergic to more than just nickel, or possibly just infected (since infections are red and full of puss and gross and look a lot like allergic reactions in piercings)

if you had surgical steel and it was fine, toss the silver and titanium and JUST stick with surgical steel. It's all i ever had and its great even though im allergic to nickel. If theres a piercing pagoda by you, ask for surgical steel belly rings, they've got a TON, almost every one is.

I'm also allergic to nickel, I've been told I can wear Platinum but that is expensive. Also higher gold content works. I can't wear sterling silver though. I've had good luck with inexpensive hypo allergenic earrings, not sure what they are made up but I buy them at a beauty supply store. Only in the ears, so maybe the lip is more sensitive. Good luck..
