It has nothing to do with church. Welcoming and including new people to any group is called being polite and having manners. It's what self-actualized grown-ups do.
If you must bring theology into it, we're instructed to love people, serve others, preach by example.... shoot, take your pick of any of the virtues and I'm sure it will lead right back to this.... because it's obvious courtesy!

Every new convert should be assigned a friend, a calling, and nurturing by the good word of God.
When our friends were baptized into the church a couple years back, they were SO EXCITED to know that someone had been "assigned" to be their friend! It made them feel so warm inside that this person considered them actual people, and not just statistics.

It's part of LDS mission to increase numbers almost by any means necessary. LDS take this so far (from scriptures where Jesus asked Christians to go out and baptize in the name of the Father...) that they baptize dead people of other faiths to "save" them. All the while forgetting that to be saved one has to "Accept" Jesus. I'm not sure how the dead do that...

It's not church doctrine, it's common courtesy.
If you go to someones house and they treat you horribly....are you going to go there again? Doubt it.
But if you go to someones house and they greet you with a smile and handshake, or hug, then you're obviously going to feel more accepted, which all people are.
