Typically the primary conductor is aluminum because it is less expensive. However, it can be copper as well. If it is a medium voltage cable (Say 7000 to 20,000 volts single phase) for power distribution, it will also contain a copper "concentric" neutral.

The attached example happens to utilize a copper primary conductor and copper neutral.

The conductors will be aluminum or copper.
There may well be a steel jacket.
Part of the sheath may be of lead.

If it's an underground cable it should not be
exposed where you can get at it.

Don't play about with it.
