But if people are having pre- or extra-marital sex, then they are already breaking church law and should take the next step to be responsible for themselves and their partners and use condoms.

Yes, everywhere. The doctrine of the Church is very clear on this score. Artificial birth control used for the purpose of thwarting pregnancy is expressly forbidden for ALL Catholics.
An all too high number of priests fail to teach on this properly, but that is the truth.

It's true. As the others have said, the Catholic Church forbids artificial birth control (contraceptive medications and devices).
There is an old joke about a Catholic couple who used the "rhythm method" and ended up with 7 musically-talented children... lol

The Catholic Church does not allow artificial forms of birth control.
Judeo-Christian tradition has taught for thousands of years:
1. Single people should be celibate.
2. Married people should be faithful to each other (adultery is wrong).
3. Married couples should welcome God's gift of children and, therefore, artificial birth control is against the will of God.

I can say without question that ARTIFICIAL birthcontrol is forbidden here in the USA, but I have cousins in Canada who say that their ROMAN CATHOLIC CHURCHES do not support that policy. Any Canadian Catholics out there to let us know the truth?

The Catholic church forbids artificial birth control everywhere. We used to joke that people who practiced the "rhythm" method of birth control were called "Parents."
I've never been able to reconcile the idea of celibate clergy telling adults how to run their sex lives. It occurs to me if they aren't playing the game, they shouldn't be making the rules.
