The elastics provide a means of changing the gap between the teeth in a specific area of the mouth. Elastics are used when specific directional tension is needed that the tension-wire cannot provide.

My daughter had to wear these when she had braces. From what I understand, the bands are a way to move a few of the teeth without having to move all of them. Basically, they are a way to help fine tune some teeth that need a little extra work. My daughter didn't like wearing them, though. They made it hard for her to open her mouth very wide and they often snapped, which would hit her in sensitive areas inside her mouth. They also affected her speech.
