depends on what kind of girl... and yes girls do notice no matter what you do and no matter what they say...
1. if their boobs are really sticking out as in you can almost see the nippy then yea i guess they are trying to show it and i guess theyd be flatterd
2. if they just have a big chest but you can see by the way they dress that theyre not trying to show it then you probably shouldnt because if it was a girl like me id smack you right then and there

I don't mind a glance, but if we are having a conversation I prefer to have eye contact....otherwise, it seems like the guy is mindless.
