Nothing. A credit limit is just that, a LIMIT. If you are asking this question you are in for a heap of trouble and heap of fees when and if you do go over. It is one of those critical errors that will cost you a huge amount of money. Please don't even consider doing it on purpose.

If you are maxing out your credit card, you should re-think your spending habits. Even getting close the the limit wil be a problem since the interest will push you over and you get those overlimit fees. Going over you limit is also likely to get your interest raise to the default rate.
Sit down and look at your budget. Put off new purchases and start throwing money at that credit card and get it paid off. The best way to deal with a credit card is to only charge what you can afford to pay in full and on time every month.

You can't anymore. With the electronic credit approval systems all the merchants are using, they know how much you spend and where, so if you try to go over the limit the charge will come back disapproved.

Honestly depends on your credit card company. When I worked for one, we use to let them go over b/c we would make a overlimit fee, but it depends on your credit worthiness and your ability to pay it back.
