impossible...people care too much about how food tastes versus the effect that it has on the body. not too many can eat for function vs flavor, hence the "obesity" epidemic in the US...

Has to be some type of financial penalties or outright bans on certain activities. Some companies ban hiring smokers because it drives up insurances.

If it hits people in the pocket, it may change behavior.
