Lots of jail information.... If you do not see what you need there, call the jail and they can walk you though it. But, really all it is... the inmate picks up the phone... calls you collect.
Or
They set up an account so when the inmate uses the phone it just charges to your bill.
You can not call the jail collect. Nor, can you call the inmate. They never have any incoming phone privileges

Not sure exactly what you mean. Most jails only allow collect calls to be made by inmates. Nothing has to be done to accomodate this except accepting the charges. The inmate cannot accept collect calls, if thats what you are asking.

You have to setup an account though some rip off company in Texas. Put a min. of 25 dollars in an account and they will charge you around 8 dollars of that amount on the first call. They won't tell you that when you call to setup the account. They only say its $2.25 per call. RIP OFF well connect company raking in money off poor people trying to contact people in jail.

You can not accept collect calla on a cell phone. What part of the country are ya'll in that you stll have land lines? been forever sense I seen one in FL. LOL that would be like lining in the middles ages, or just rich enough to insure each family member a cell phone for safety and a land line for... telemarketers?

Call and ask the sheriff which phone company they use for inmate phone calls. Then call that company, and deposit money into an account for your friend in the slammer. Then he can make calls.
