The position of the traditional Sunni scholars is that the Shiites are Muslims because they recite the shahada, the first of the five pillars of Islam, which is: there is no God but God, and Muhammad is His messenger. They are not called kafirs, or unbelievers, even though there are major differences in some points of legality. The reverse is true for the scholars of the Shiites (both the mainstream "Twelvers" and the Ismailis). That is, the Shiite scholars believe anyone who follows the succession of Caliphs after Muhammed that isn't from Muhammed's family is in fact a kafir, or unbeliever.
The Salafis and their Wahabbi antecedents label Shiites as kafirs, even though they consider themselves Sunni. The Salafis/Wahabbis like to call everyone kafirs, though, and shouldn't be listened to much.
In daily practice, most normal people from both "sides" regard the others as Muslims and don't stir up any other issues. The extremists are the ones who get all the airplay nowadays.

Sunni elect their leaders by vote or appointment.
Sunni elect their leaders by vote or appointment.
Shiite elect their leaders based on their blood relations to the descendants of Prophet Mohammed.
The rest is basically the same.
Every Muslim on the earth believes in the Islamic Creed - There is only ONE GOD and Mohammed is the Last Prophet.
Whatever disagreement happens between Sunni and Shiite in Iraq or elsewhere will usually be over POLITICAL differences as to who will assume leadership positions.
Free and Fair elections is an excellent way to unite the Sunni and Shiite.

You will never get a straight answer when posing this question to devout Muslims.
And to further complicate, there are other sects besides Sunni and Shiite.
This is sort of like asking a Catholic and an Orthodox which one is the True Church. They both make the assertion and have reasons to back up their assertion. The Catholics believe the Orthodox left the Church and Orthodox believe Catholics left the Church.
I am a Catholic so I guess you know where I stand. LOL

Both are since they believe in the 5 pillars of Muslim. But then again if you are Muslim but not practicing, does that make you a true Muslim. Only Allah can judge who is being true and who isn't.

Both are true Muslim groups in the House of Islam if they live the Islam of Allah (SWT) God the Mreciful and Comassionate and not the counterfeit of oppression, intolerance,violence,murder and suicide which evildoers are the false Muslims

Muslims just like Christians and Jews, have different denomonations of their faiths. For example; The largest Christian denomination are Roman Catholics.
I mean this with all respect to all faiths and certainly not to appear offensive, in that we follow our faiths with the passion of an interpretation of each of our respective denominations. Some are more extreme than others (not just with Muslims but with Christians and Jew alike.) It doesn't mean we're not true to our faiths it just means that we are true to our faiths based on our passion for our various denominations of our faiths.
