I am a Licensed Philippine Pharmacist graduated in 1988, employed in Government Hospital for 14 years looking for a job particularly in USA and Australia.With the qualification and working experienced stated above, do I qualify to apply as Pharmacy Clerk or Assistant and not as Pharmacist?

The pharmacy tech regulations vary by state. In Illinois, you just have to have a high school diploma. Pharm techs don't get paid much. They average nationally about $13 per hour.
Since you graduated back in 1988, a 4 year pharmacy degree will be considered equivalent. You could, in theory, become a licensed pharmacist in the U.S.

Contact the Australian or US Embassy to apply in accredited agencies/companies. If not, directly apply with a company abroad so that you will not victimized by fixers or syndicates.
