If you want this to stop, try calling the Transportation Supervisor (or administrator, or manager.) Explain your concerns, and ask if he can look into it.
Almost certainly the school bus has a video system in place, which has been taping his or her driving. Soon after that, the driver will probably stop driving while children are still in the Aisle.

Ok let me walk you through what a standard school bus drop off should be.
100 ft before the stop turn on directional to pull over and yellow lights. Stop 10 feet before the stop, secure the bus(meaning put the bus in neutral and pull the emergency brake), and open the door which automatically puts on the red lights and pulls out the stop sign. Make sure all children get on the bus safely, checking mirrors for any cars or children running for the bus. Shut the door, make sure ALL children are seated, put the bus into drive, release the emergency brake and pull back into traffic when it is safe to do so.
Now, that being said, drivers are under a lot of stress in the morning, we are given strict times to abide by and 2 minutes late can quickly turn into 10 minutes late with parents calling and threatening to sue us(thank you so much).
You do have a very good reason to be concerned. It take a smart person to get behind the wheel and deal with what we deal with every day. So, I would politely go up to the driver and voice your concerns. Are they pulling off too fast, or are the children being picky about what seat they wish to sit in(I drive for a high school and that is my problem, of who wants to sit where). Somehwere this can all be handled easily.
If for some reason the driver is rude or does not seem to care, on the side of the bus is the name of the company the bus belongs to(it has to be there by law). Call them, ask to speak to the supervisor and voice your concerns. You will get results quicker that way than dealing with the school.

As part of the National School Safety code (which encompasses school buses) bus drivers are required to wait until the students are seated before moving, as it is a safety hazard to the students. And especially at the age that your children are, I would call the bus garage and file a complaint.

I'm going to assume (and I hate to do that) that it IS required, and here's my reasoning:
There is a rule on the bus for the kids that they are not allowed to stand, turn around, or change seats while the bus is in motion. This rule is listed under the safety section of the school manual.
With this rule in mind then would it make sense that they have to be seated before the bus begins moving?

I always thought so then late last year I pulled a bus over to tell her all the kids were rolling on the floor fighting in the back. I would have thought the bus didn't move but she didn't have to. Apparently they can do whatever they want till someone gets hurt.

Yeah.. the driver should ALWAYS let the children sit down before pulling off.. If the driver does this usually you should talk to the driver abot it.. It's your childrens life that can be in danger

I think that will depend on the state you live in. Illinois law requires that all students are seated whenever the bus is in motion.

ive always thought that they should be made to wait but i have never seen a instance where they have. even when ive been on a bus and elderly people hadnt sat down yet they pull out. i think thisis mainly because they had to stick to a schedual.
i think this is ridiculas. im with you.
