Kyoto. Secretary of War Stimson is the only reason we did not bomb Kyoto. His reason for finding another target is because he had honeymooned in Kyoto prior to the war and had considered it a beautiful place.

Lucky break for the people of Kyoto, really.

Not so much for the folks in Nagasaki and Hiroshima.

Kokura was another potential target, but I believe it was saved by cloud cover.

,Hiroshima was an original target for the a-bomb,Nagasaki was not a target in any sense at all,the second bomb was destined for Kyoto or Kora,for the reason already stated the target was changed and the target became kokura but because of dense cloud kokura could not be found and the order was sent to drop the a-bomb where they were at that time,hence nagasaki became the unwitting target,at the moment of delivery it was not known that nagasaki was beneath.
