According to what I've learned, Tu me manques means "You miss me" ???

I can understand the confusion...
"Tu me manques" means "I miss you" because the "me" in french is an indirect object. It means "to me" in english.
Also, manquer can be better translated as "to be missing".
For example:
"Tu me manques" means "You are missing to me" = "I miss you"
"Tu nous manques" means "You are missing to us" = "We miss you"
"Je te manque" means "I am missing to you" = "You miss me"
"Nous te manquons" means "We are missing to you" = "You miss us"

Tu me manques or I miss you -
Typical problem - just in one case "you" is the object and in teh other case "you" is the subject -
I felt the need of YOU (object)
YOU ( subject) created in me a feeling of frustration because you were elsewhere
same thing "english choice" in german - Ich vermisse dich
and "french choice" in russian - t'i minia nie khvataiesh

"manquer" means "to be missing", so "tu me manques" means "you are missing from me". And before you ask how I get "from me" from "me", "me" is in the so-called "dative of (dis)advantage" in this context.

Native French speakers from Montréal, Canada, do not say "tu me manques". It sounds like an "anglicism", borrowed from English.
I say "je m'ennuie de toi" , which also means I miss you.

Just to confuse you even more, although 'Tu me manques' means 'I miss you' if you wish to say 'I missed the train' it's 'J'ai manqué le train.'
