The fuel flap should be linked to the central locking, so if the car is unlocked, the flap is too.
Push the front edge of the flap to flip out the rear edge, then pull the rear edge to fully open the flap.
Unscrew the cap (turn anti-clockwise, takes about 2 to 3 full turns) and lift off.
If the flap doesn't unlock with the central locking (because the locking has failed) it can be manually unlocked by pulling a bar on the inside , behind the boot side trim (effectively immediately behind the fuel filler opening, but on the inside of the car body).

Take your car to another garage!! It sounds like this guy has no idea and is trying to take you for a ride. First wear on the rack, I don't thinks so! How during a normal service would this guy have chance to check this out? The most common reason for wear on the front suspension is tie rods and tracking are control wear. These parts are very easy to change and readily available at most spares shops. Golf do have a problem with rear brakes, in that if the rear brake pads are badly worn down the pistons in the callipers do not withdraw back into the callipers resulting in heavy wear to discs. These discs are not part of the rear hub and can be easily changed over. Again with this I would defiantly get down to a quick fit centre to have them check it it.

I don't know about Golfs but I hired a Peugeot and couldn't get the cap off. It turns out the key had to be in the ignition and on for it to open.
Luckily a lady with another one came into the station while I was trying to prize it open!

Will either be the ignition key to twist and turn the cap or a smaller key to unlock a flap then twist and turn the exposed filler cap.
Sometimes central locking locks the flap.

Dont you just put in key turn, and pull. If it fails ask the petrol station assistant, they dont bite. At least I dont think they do.
When I got my Polo I could not open mine either lol, it turns out it was broke and I just had to keep turning it till it opened. lol
