Trout eat just about anything really. Try Candy Corn, mini marshmellos, Trout Food by Berkley, and live worms or nightcrawlers work great.

Most small trout (and big trout) eat aquatic insects and terrestrial insects that fall into the water. Larger trout will often begin to eat other fish and larger items as they grow.
Most aquatic insects are in their nymphal or pupal form in the water. Mayfly nymphs, caddis larva, dobsonfly larva, midge larva etc.
As for bait, most trout streams have restrictions on what you can use for live bait.
If you want to fish bait, worms (night crawlers) work great!
for lures, try small panther martin or mepps spinners.
I fly fish for all my trout, so I use representations of the aquatic and terrestrial insects. A pheasant tail nymph, Hare's ear nymph, deep sparkle caddis pupae are great flys on almost any body of water.
Add a wooly bugger and a few hatch specific flys and you'll be in business.
If there is a local bait shop or tackle shop, ask the folks there. they'll be able to tell you what's hot in your area now.
Good luck

It depends on where they live. Fish of the smaller variety often eat plant and animal matter that lies on the bottom (i.e. a decaying piece of kelp or fish). Some small fish will eat tiny organisms that populate the watery environment around them; there are many types of crustaceons and other animals that may be almost too small to see with the naked eye, but make a perfect snack for a small fish. In freshwater areas, small fish will also prey on insects that land on the water's surface or the larvae of insects that spend their larval stage underwater (like mosquitos). Are you sure you can keep small trout? Better check the rules. I would think small flies {artificial} is your best bet.

Use smaller spinner baits or live bait if it's legal where you will be fishing.

You can use an in-line spinner such as a Rooster Tail, Mepps or something similar as well.
