Use GIMP for Windows.

I use the Gimp, which is a completely free equivalent of Adobe Photoshop. By default, the Gimp has almost 90% of the functionalities of Photoshop and with suitable free add-ons you can make an entire Photoshop from your Gimp! The only difficulty is that it can be a bit tricky to get used to, but then there are numerous Gimp tutorials available to solve your problems.

I have been using Corel Photoshop for many years now, and now have upgraded to Adobe Photoshop. Corel is for kids whereas ADOBE is completely proffesional.
