It's hard to spot reduce, just go with some cardio!

You cannot "burn fat" off specifically one part of your body. You can lose fat by eating wisely and getting regular cardio, or you can tone one specific set of muscles. The big muscle across your upper back is the trapezius, if you want to look for exercises especially for toning there.
