I know I can record or view content on my camcorder while it's plugged in to a wall outlet and the battery won't run out of charge. But, if the battery is low when I plug it in, will it charge to full capacity while the cam is in use?

Depends on the camera. Look in the manual. Some cameras will charge, but slower if they are working as well. My Sony certainly does.

generally it takes a higher voltage to effectively charge the battery than would be safe to run the camera, so it is uncommon. The run voltage may trickle a little charge to the battery but most designs disconnect or isolate the battery during AC or external power operation. i generally remove that battery and charge it on a seperate charger for safety. i can still run the camera on its AC supply.

No, one at a time charging, camera or VCR.
You can buy a charger for tour betteryes.
