Actually, cannabis is still illegal everywhere in Canada; but some communities, such as Vancouver, are much more relaxed about enforcement. This may change soon, however, thanks to the efforts of the pro-Bush, pro-Drug War, conservative government in Ottawa. The federal government plans on intensifying the state-sponsored terrorism against cannabis consumers.

Cannabis is a relatively benign, non-addictive, non-toxic herb with a documented history of use that stretches back thousands of years. It has been used successfully as a fiber for clothing, a foodstuff, a fuel, a medicine, a spiritual aid, and simply for relaxation and recreation.

No civilized nation makes war against a plant, especially one as useful as Cannabis. Get informed. Get active. We can change unjust and cruel laws.

Nowhere! Like most Countries around the world, Canada's Federal government decides what are crimes for the whole nation. What is a crime in one province is still a crime in another province. The biggest difference is the police in certain cities may have certain priorities, and even those can change. BC use to be fairly tolerant, but with the increase of damage home grow operations cause the opinion is changing. They can trash rental housing, steal a lot of electricity and are a fire hazard.

The government 5 to 10 years ago did talk about decriminalizing marijuana. That is not to say, that it would go without a penalty. The main proposal was that instead of being arrested and getting a criminal record you would get a fine, like a traffic ticket or littering ticket.

Since then, the pendulum has swung the other way. The current ruling party is talking a lot of smack about getting tough on crime. The usual dumb buzz words like zero tolerance, mandatory sentences, yada, yada, yada.

Marijuana is not legal anywhere in Canada, however it is tolerated in some areas. It seems to be more common in BC and Quebec, where they also have political parties whose goal is the legalization of the drug.

As it stands, only a doctor can prescribe marijuana as a pain killer, and the person it was prescribed for cannot be in possession of over a certain number of grams of the stuff.

Actually it really isn't legal, it's been decriminalized; which means the government doesn't believe it's worth the time and money to prosecute as heavily as we do in the States. I believe it's decriminalized in all of Canada, but I know for sure in Vancouver because I saw people smoking in parks and on some streetcorners. Oh, plus they have pot-fests :-)
