Usually 911 is for emergency situations such as life-threatening emergencies or crimes in progress, while there is another number for non-emergency situations like a lost dog has been found in your yard, someone stole an item from your open garage, or the neighbor is playing loud music after midnight.

Police departments usually have a non-emergency number. You can get it from the phone book or dial 0 and ask the operator to connect you.
911 calls go to a public service answering point, which can summon police, fire and ambulance all from one place.

Non-Emergency Situations
415-553-0123
The non-emergency line is for situations that require the police, but do not require an immediate police response (e.g., loud parties, a group of juveniles loitering in front of your home, noise complaints).
