Are you asking about a pterygium? If so, it's a benign (not cancerous) growth on the surface of the eye (called the conjunctiva). It can be noticed readily if someone takes a good look into the eyes.

Pterygium's are harmless. The only time the opthalmologist will advise their removal is if they grow enough that they block part of the vision - this is uncommon. The reason the opthalmologists are otherwise reluctant to operate on these is that they often come back and they hate to see all their hard work go down the tubes!
