Brush whenever. The point of brushing is to disturb the bacterial growth, it has less to do with food removal ( though that makes life more pleasant for our friends and coworkers).

You can just use mouthwash before you eat breakfast...since I assume you just woke up, and you can actually brush them after you eat.

after...why would you brush and then eat right after...it defeats the purpose!

Both...do you know how much bacteria accumulates while you are sleeping...ewww You don't really want to eat with that in your mouth!
