I am currently on workers compensation. I should not have bad credit...so when i applied for a capitol one credit card they denied me for reasons unsaid. Is it maybe because seomthing might have gone into collections...even though i was promised it wouldn't because i payed it off...or maybe they just won't give me one while i'm on wsib...even though i do make enough money!
where could i go in canada to get one?

Are you in the usa? If so pull your reports. You get one free each year.

Look at your reports and see whats being reported before applying for any new credit.

I'd say try a different place for a credit card.
You probably have a credit rating that isn't 100% clean after something of your was threatned to go into collection.
Also maybe they don't see that you could make the repayments on the card that you wanted on the workers comp your on..
Maybe try for a card that has only a $1000 limit or less.. Get their trust and pay that off for 6mths and maybe get your credit limit lifted.

*Tip* Did you know here in Australia that if you apply for a credit card or any type of credit and your declined that goes on your credit rating as bad credit.

Well if you have an account that has almost gone to collections, you must certainly have a late payment against it. Probably more than one. That is likely dragging your credit score if it recent or on an active account.
