You can apply for various scholarships through NMCRS and some other organizations though. Check out military.com's spouses section. You can also utilize the base's ESO for your CLEP tests and lots of placement tests.

Nope, the navy will not.
But there are other organizations, that provide assistance.
But it is generally based on merit.
