however God will not allow you to be tempted beyond that which you are able.
if we are never tempted, and tested, our faith will never grow.
it is the trials of this world that make us stronger.
what is the purpose of faith if you never have to use it.
we all go through trials and tribulations. it is when we have gone through it that we see the hand of God was with us all of the time.
Satan does not attack those that he does not fear.
he is afraid of you and what you are capable of, it might not seem so now, but there is a mighty work in your life right now.

This particular answer is not in the Bible.
Satan is not the only fallen angel either. You think the other 1/3 of all the angels that comprise the fallen just sit around and mope while Satan has all the fun. I think not.
Strengthen your relationship with God by accepting Jesus and letting the Holy Spirit reside in you. It is, in truth, your only defense. THEN, Satan or any other demon still don't need permission...but you have a built in weapon to fight back with.

The others have answered rightly a picture of what happens is found in Job. Some additional light may be cast on this in first in the very definition of the name "Devil". In Greek the word is "diabolos" quite literally it means the bringer of false accusations.
Next from Luke's Gospel just prior to the crucifixion:
22:31 “Simon, Simon, pay attention! Satan has demanded to have you all, to sift you like wheat, 22:32 but I have prayed for you, Simon, that your faith may not fail. When you have turned back, strengthen your brothers.” 22:33 But Peter said to him, “Lord, I am ready to go with you both to prison and to death!” 22:34 Jesus replied, “I tell you, Peter, the rooster will not crow today until you have denied three times that you know me.” (NET Lu. 22. 31-14)
While Satan seeks permission, we have an "advocate" with the Father scripture tells us. One who is on our side.

I Chronicles 21:1 (NIV) Satan rose up against Israel and incited David to take a census of Israel.
2 Samuel 24:1 (NIV) Again the anger of the LORD burned against Israel, and he incited David against them, saying, "Go and take a census of Israel and Judah."
As you can see, it is enough to say that God did it! He is God. Who do you think caused all the evil in the life of Job? God Almighty, of course!
Job 42:11 (KJV) Then came there unto him all his brethren, and all his sisters, and all they that had been of his acquaintance before, and did eat bread with him in his house: and they bemoaned him, and comforted him over ALL THE EVIL that the LORD had brought upon him:
Job 17:6 (NIV) "God has made me a byword to everyone, a man in whose face people spit.
BTW, if you read Job 1 carefully. You will discover that Satan was not going to bother Job because he saw that he was protected. It was God who tempted or prompted the Devil to hurt Job... just for the heck of it! At the end of Job God the Holy Ghost inpires the writers of Job to blame God the Father for all the evil that he brought on Job!
So now Chrtistians call it "Satan testing" us?

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

I don't agree with everyone on this issue. I believe that you give the devil permission by the power of your tongue.
Pro 18:21 Death and life [are] in the power of the tongue: and they that love it shall eat the fruit thereof.
I believe that Job gave the devil permission to persecute him by his constant fearing of what could and eventually did happen.

But look at what happened to Job in end. By praying for his friends who had wrongfully accused him of certain things, God turned Job's circumstance around again, and he was twice as rich in the end as he was in the beginning. In addition, the Lord saw to it that all the family he lost was replaced.

Jesus looked at this issue from a different view point as we see beginning in Mark 11:23 and 24.
Mark 11:23For verily I say unto you, That whosoever shall say unto this mountain, Be thou removed, and be thou cast into the sea; and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith.
Mark 11:24Therefore I say unto you, What things soever ye desire, when ye pray, believe that ye receive [them], and ye shall have [them].
In Mark 16:15fff we see Jesus giving the believer all power over the devils where ever the Gospel is preached.
Even before the Resurrection and the Great Commission Jesus gives disciples power over all the enemy.
Luke 10:19 Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you.
