they used to play all the time together, til the younger dog matured and started playing rough, now wants to fight older dog,

one dog has become the alpha male. you may need to get rid of one of the dogs or get them neutered.

A little more info would have been useful. If they're not already castrated (neutered) then you should seriously consider getting them done because that should stop them from fighting.
If they have been castrated and it still persists I would advice seeing an animal behaviorist.

The dogs don't view you as their pack leader, so they have taken it upon themselves to fight for the role.

well if they are not neutured so that, or if they are buy a doggy gate and seperate them.
