Start the application process. If possible sign up for one of the Summer Seminar weeks between your junior and senior year in High school. You will need to submit the application around Feb or March of your Junior Year.
You can start the application process on line. Eventually you will be assigned a Blue and Gold recruiter.
Schedule a visit to the academy.
Check out their web site.
Do not worry about getting the Congressional Recommendation. Check with your Congressman and Senator regarding their process, but if you are qualified you will get the proper recommendation. Just submit the paperwork. Keep in mind if you are on the cusp and do not get in, there is an alternate path. Enroll in one of the feeder Military Schools and see if they take you a year later. Roughly 1/3 of the Academy Graduates have gone that route. Ask Roger Staubach!!

Hey JDB:
Make sure you are in top physical condition. You need some additional extra-curricular activities; try school president or other office to show leadership. A part-time job will also help.
Now that you have your Eagle Scout, try to earn the Congressional Award. take a look at http://www.isu.edu/~nickcrai/congressional_award/geninfo.html for additional information.
Some things to think about are why you want to attend the service academy. If you aren't able to attend, what will be your career path?

Start talking to a liaison officer about applying. I got a couple friends over there. It's a great place. You may not think so for a while & will be real happy to get out of the place most of the time, but it'll be very benefitial to you. Best of Luck!!

You have a good start, now you need to convince your Congress representative that you are a worthy candidate by writing a letter and telling him or her what you told us.
This is one of the perks of being a Congressman or women, you get to recommend certain people to be officer's candidates to the military academy's .

Naval Academy is highly competitive. What you have to do is apply. The worst they can say is "no." If you don't apply because you're afraid they might say "no," they can't possibly say "yes."
