They have several modes of operation. It depends on the system and the agencies policy on their use.
Some agencies require that the system be on all the time during the shift.
Others say that when ever your over head lights turn on ... the camera comes on.
Still other say that they can be turned on and off manually at the discretion of the officer....
And, still others have a combination of all of the above.
So, yes... they can be on all the time or when ever the officer whats it on.
It is totally up to the policy of the police department.

As everyone has said, it depends on the models being used. Our Department used the ones that came on once the overhead lights came on but there was also a manual activation switch the Officer could turn on at anytime

Mine is a digital system that activates when the top lights are activated and goes back 30 seconds and records that as well. It can also be turned on manually (ideal when following a possible drunk driver). It has to be manually turned off.

MANY MODELS TO CHOOSE FROM AND DIFFERENT VARIATIONS LIKE WALKING INTO A CANDY STORE.
MOST HAVE A CAMERA MOUNTED AND THE OFFICER ACTIVATES IT DURING A CHASE, ARREST, TRAFFIC STOP ETC. SELF ACTIVATED.
FRIEND HAS A NEW ONE THAT IS SELF ACTIVATED WITH THE SIREN.
