You do.
If you buy anything in a state with a sales tax, you're already paying a tax.
If you live in a home you own, you're already paying real estate taxes.
If you live in rented accomadations, you're paying real estate taxes through your landlord.
If you have a job, taxes are being withheld from your pay.
If you are self-employed, get a copy of IRS Pub 17 from their website and read up on your requirement to pay income taxes. Do the same for your state's income tax.

If you are self employed when you complete your annual return and send it to the tax man, he will tell you. On the other hand if you are employed and on PAYE , you shouldn't be worried, unless your tax code has changed due to some unpaid tax, but even then, it will be deducted by adjusting your tax code.

That depends-How much did you earn? Is someone else claiming you as a dependant? Married or Single? Children?
Call or go to your local year round H&R Block office. They will help you for free to decide whether or not you need to file and can tell you what forms you need. They only charge you if they actually fill out the forms. Advice is free.

Assume that you do. Fill out the return. If you do not owe, it will be obvious when you get near the end and the amount to pay is zero.
