This is good news, one for the side for the rule of law, but lets not celebrate yet, ACLU as well as La Raza are well funded and I am sure they will appeal.

Well, I don't know the detalis of the law, but he dismissed it for lack of standing. This does not mean the law is constitutional, it just means that the lawsuit wasn't brought by the right people.
