depends if you mean pounds weight or pounds sterling (as in British currency)
if you mena weight then they both weigh the same. If you mean sterling, then almost certianly 200 pounds of rocks weigh ore than 200 pounds of feathers.

200 pounds = 200 pounds no matter what you are weighing. As long as you use the same scale.
