I have done research on fuller's soap and have found that it is a reference to laundry soap of the time....back in ancient times when this prophecy was written, people would wash clothes on stones in the river....

Fuller's soap was an alkali made from plant ashes which was also used to clean and full new cloth.

Lye soap.

(Heb. borith mekabbeshim, i.e., "alkali of those treading cloth"). Mention is made (Prov. 25:20; Jer. 2:22) of nitre and also (Mal. 3:2) of soap (Heb. borith) used by the fuller in his operations. Nitre is found in Syria, and vegetable alkali was obtained from the ashes of certain plants. (See SOAP.)

Mal 3:2 was probably the vegetable lye called in Arabic el qali (the origin of English alkali). This material, which is a mixture of crude sodium and potassium carbonates, is sold in the market in the form of grayish lumps. It is produced by burning the desert plants and adding enough water to the ashes to agglomerate them. Before the discovery of Leblanc's process large quantities of qali were exported from Syria to Europe.

Maybe it is a reference to the washing away of sins. Something that will cleanse you or purify you.
