No. You have to have proof of perm residency (green card), and a recruiter can't even advise you on how to go about getting that. Once you join though, they grant full citizenship in under a year of service.

Once you get documented you can. Or you can sign up in your country of birth. You need at least a Residence Card. Good luck in all your endeavors.
