The key phrase here is "supposed to have".
There are some dogs less likely to cause allergic reaction, or will at least cause a less severe reaction in sufferers if they do - but there is not one breed that you could guarantee NOBODY had an allergic reaction to.
If you are looking for a dog that will be able to live with an allergy sufferer, this link might be useful:
http://www.dogstrust.org.uk/searchresults/?sq=allergy&submitQuickSearch=Search
Just beware - if you plan to buy a crossbred puppy - you have no way of predicting which traits will be inherited from which breed. e.g. A labradoodle might have the low shedding coat of the poodle, but it could just as easily have the higher shedding coat of the labrador.
If you were to get a crossbred dog, I'd recommend going to a rescue and getting an adult. That way you know how the coat has developed as the dog is an adult.
Good luck.

No dog is allergy free.
Bichon Frises and Poodles are the ONLY low-allergy breeds.
Maltese, Yorkies, Shih Tzus, Terriers, and all mixed breeds DO shed and CAN cause allergies.

Poodles are the dog you want if you want an allergy free one.
They are hunting dogs and highly intelligent. I know they have a poor reputation because of stupid old bats who dye them pink, but a large Poodle is a very impressive animal.
Good with children.

No breed is completely hypo allergenic. Different people react differently to different breeds. The only way to be sure you are not allergic to a particular breed is to go to house with that breed and spend a day there to see if you have a reaction.

Someone I used to work with had two Curly Coat Retrievers (don't know if that's the proper name, but it's what she called them) as she had allergies, but was fine with these. Also (apparently) they barely shed any hair.

Poodle. The poodle is the ONLY BREED of dog that doesn't have 'fur' ... it has HAIR and that makes the 'dander' different and you also have less dander. It's the DANDER that people are allergic to, not the 'coat' of a dog. SHAVING will NOT HELP, since it dries the skin, and causes MORE dander to form.
