Because people will say or do anything to try to excuse away problems and they say that to try to comfort someone else who is in extreme pain.
In my opinion, this saying is useless. And cruel even, as it trivializes whatever the person is going through.

They commit suicide because it's their last cry for help-most don't actually want to die, and they also have a mental illness-whether it's depression or psychological problems, it's their brain that is sick and the brain is what makes decisions. No doubt that if someone had paid attention, or had they gotten help they would have been able to get through their life.
I am a believer in the fact that we create our own lives with pre birth charting- and so We do at times give ourselves too much to handle...I do think tho, that there are always ways to cope and ways to pray for a change while taking action.
But just remember suicide victims are ill, no one in their right mind can take their own life and they were crying for help not understanding the permance of their actions.
They didn't know any better-But once in heaven they do understand what happened, they do feel guilty-but they get help there and rest-to cleanse their souls.

Suicide is the easy way out of life. It's the "only solution" that some can find to their ever-spiraling out of control existence. Sometimes those that commit suicide do so because THEY caused the problems. Sometimes people commit suicide because the problems they were dealt with ...well, they were just more than they could handle.
I do not claim to sit and judge what everyone has been through, nor do I discount what heavy burden someone may have. I just know that it's wrong to take your own life and "end it all" because you can't handle things. It's the coward's way out.

That saying is a misinterpretation of the words of the Bible. The verse is actually talking about temptation, not about situations in life. Of course, Paul is writing to believers, although they have been sinning greatly.
Suicidal people are full of despair. They are in psychological and spiritual pain. They believe they are worthless and that the world would be better without them. Some actually believe that their death will solve the problems of others. God doesn't have anything to do with their suicide.
Contrary to what some think and say, believers can and have committed suicide. Suicide is not an unforgiveable sin.

My friend had 2 uncles commit suicide. One was a Christian, but I don't know if the other was.
The verse that people refer to (1 Corinthians 10:13.) is referring to temptation. God will not tempt you without giving you a way out.
Even Paul was depressed and suicidal, as were others in the Bible. People commit suicide because they have lost faith in God. Sometimes (and I know from experience) when things do not seem to be going right, it feel as if God has left...and so I gradually stop praying, and stop trusting. It is times like this where it is especially important to rely on God...regardless of feelings.
So to answer your questions, God will not tempt you without giving you a way out, but the choice to give into the temptation is still up to you. Sometimes, that way out is to put your trust in God, regardless of feelings on whether He is there or not. Sometimes, people don't make that choice. Maybe they've fallen away, or maybe they never knew God's love.

God gives you trials and hard times to test the faith that you have for him. He has a reason for what he does. People who commit suicide do not know god. I think that people who commit suicide are selfish and don't consider anyone else's feelings. They don't think about how their death could possibly affect the people around them. Anyone who commits suicide wont go to heaven because it says in the bible that whoever takes their own life will not be permitted into heaven

God gives us free will...to choose wrong or right.
You can't dump the blame on God...you must take responsibility for your own actions.
Suicide is done for a variety of reasons.
Some people are mentally ill, others are physically ill and even others are just crying out for attention.
While some people are aware of their problems, they might not seek outside help.
Instead, they see a simple solution in death.

God(and the Goddess) don't give us more than we can handle. That doesn't mean we have to try and handle everything by ourselves. There is no shame in asking for help and asking for help is NOT a sign of weakness. At one time or another, everybody needs a little help.

Easier for them to give up than to try to make it. God doesn't let more than we can handle come into our lives, it's our choice what to do about the situations in our lives. People may not want to deal with "the pain", "the responsibility", "the persecution", some think that it's too much without trying. Suicide is the ultimate way to say I quit. It's a very selfish act, not thinking about those who love you, only thinking about how to avoid something in your life. God gave you life to enjoy there may be some problems in life but they can be overcome.

You did not quote the whole scripture. (1 Corinthians 10:13) No temptation has taken YOU except what is common to men. But God is faithful, and he will not let YOU be tempted beyond what YOU can bear, but along with the temptation he will also make the way out in order for YOU to be able to endure it. Those who commit suicide probably do not look to God for the way out that he gives.

They give up before their potential. They used their free will and took the wrong choise. They could have done otherwise but didn't.
I can handle 50 pounds, but not all times I move/carry/handle those 50 pounds in the same trip.
