It is possible - they may not have gotten everything! This happened to my parents' cat - supposedly she was fixed (she was opened up anyway...) but she still went into heat twice a year for the next three years. Not sure why it stopped when she was six, but we're glad it did!

she was way to young to spay at 15 weeks she should have been at least five months she was just over three months old. early spaying and neutering can cause stunted growth and hormonal imbalances.
she cannot have a season (heat) after being spayed as nothing is left behind. if she is calling and acting strangely then take her back to the vet asap.

kath, where do you get your information from? 15 weeks is NOT too early. I do them all at 8-12 weeks or asap when I get them in. I rescue and I have been for years. I have never once seen a "stunted growth" or "hormonal imbalance" from it. If that happened, then there was something else wrong with the cat. That doesn't happen. I believe stunted growth is just a myth.

Is she acting as if she is in heat? I would take her to the vet again. Sometimes ovarian remnants are left inside that can lead to signs of heat. The cat can't become pregnant but she will act as if she is in heat. This happened to our cat and we had to take her back to the vet for another operation.

No. Uterus and ovaries are removed.
