God's wisdom is infinite - and so is his love for you. He knows if you make a promise and can't keep it and why. The why is part of the matter, but also the how. Even more important than that is your sincerity and honesty. Give all that to him; did you make an important promise you should have been expected to keep? Did you make a promise that had unforseen complications you didn't expect? What was it about this promise? Share that with Him. Pray hard and ask for guidance and forgiveness. Then do your best to let him teach you the better ways.

Yes. God knows our hearts, and He knows whether we can keep a promise to Him or not before we make it. The problem with making promises to Him is that we CAN'T keep it without His help, and keeping a promise is something we try to do in and of ourselves. God knows this, and He understands.
