an evacuation area is a place during a disaster (hurricane, wildfire, etc) that local and sometimes federal authorities designate as a place where people who have been evacuated (mandatory or nonmandatory) to go. For example, because of the wildfires in California now they are using the Chargers stadium as an evacuation area.

an evacuation area, if understand what you are asking, is where they want all personel to assembly in case of an emergency. this is done so that can account for people who are supposed to be there and find out who may be missing
