Schools can restrict student's speech or “expression” more than the government can restrict adults, because it is so important to maintain an educational environment for young students. Schools can prohibit certain acts even if they are not illegal. This rule may be unconstitutional and violate the first amendment, but this would depend on the school’s reason for this restriction. Did the school say why displaying the flag was not allowed? If not, I would ask the school why. If the school does not have a compelling reason for the rule, it may be unconstitutional. The problem is, you'd then have to get into a fight (probably a legal fight) about whether the rule is unconstitutional or not, and this could cost a lot of money.

It depends is in fact the answer. Schools can put it in their rule books legally and you will lose in court and you very much deserve to lose in court...In AMERICA that is.
If your daughter just walked in like that then of course there should be no issue with her having that sticker if it's not in the rule book and no one complained. You can't ahve a strong country where others have outside loyalties. Nation States require basic loyalty from their citizens in order to survive.
If you and your daughter don't like that then you could move to the country whose flag you love so much. Mexico is a corrupt country and rotten to the core. It's goverment is nothing more than a loose organization of crimminals and opportunists. More power to you if you have the guts to move there...
If on the other hand there was some sort of disruption associated with that decal, then of course the school could require it to be removed even without a written rule. And they should!
Foreign flags enjoy no special protection at all. Free speech may also be limited in certain cases legally. For example you can't yell "fire" in a crowded stadium or theater. There are other examples but I am just trying to give you some data points.
So I think there is an issue of context here. Sounds like there is more to story...

Generally schools are allowed dress codes that eliminate things that stir disorder. A school district recently caught trouble for not allowing a US flag for this reason, and decided the 'no flags' should be none but the US (seeing as this IS the US.)
The reason is that it is used by some as a gang symbol.
And I am sure your daughter doesn't intend it that way, and my kid wouldn't intend his prevalence for black clothes that way, either, but his school has a dress code prohibiting that, too.
I could make an argument that the restriction against foreign flags is unconstitutional, but I don't know if it would win in the 'legal balancing of factors'.

If your daughter is an American why would she want (or why would you want her to) have a Mexico flag decal??? Why not an American flag? You must be one of those who has no pride in being an American, huh? Beloved Mexico takes up all of your heart......... Well, I don't know if it's legal or not.... I do know that some schools (in the USA) banned the American flag after the protests/marches last year because Hispanics were offended by it......... But I'll make a suggestion... why don't you just move to Mexico if you love it so much... I bet you'd be much happier there.....

Sounds like this occurred in the United States. And I see here many answers that claim it is not legal, but they are wrong.
Public Schools are required to maintain order. They can restrict and not allow anything that will disrupt the goal of teaching.
YES, it is legal. Yes, you can get a lawyer and make an issue of it. The Supreme Court has ruled on a similar case like this in favor of the school.
Many people are of the wrong impression that freedom of speech and expression can not be restricted in public facilities.

If the school administration is singling out only the mexican flag , then it is illegal . But lets assume its not and reason out why they would enforce a rule banning all flags. The reason can be seen from the different answers Verbal(or physical )confrontation Why put your daughter at physical risk when you can avoid it !! There's just to many jerks out there

It should be allowed she should be able to have anything on her lunch box unless it has profanity. Freedom of speech. She should have the right to express her beliefs. But schools are getting ridiculous now days no Christmas, Halloween, Easter or whatever parties anymore. Its disappointing what things have come to some schools cant even say the pledge of allegiance because it says "under god" I am not a really religious person but the way I see it if ya don't want your kid to do it then tell the teachers they have your permission to not participate.

School policy is determined by the local school board.
Not by legislation, so to speak.
Your daughter's student hand book should out line in it what they may or may not have on campus with them and what they may or may not wear to school or to campus functions.
Normally- they will have a clause that states student may not have anything on their person that might be a disruption or a distraction to the learning environment.
If the handbook has such a clause, it is up to the principle to decide what is disruptive or a distraction.

Probably not legal but it's insulting to Americans. It's like all the illegals that are waving their Mexican flags. Show your allegiance to THIS country, not Mexico.
Things have just gotten out of hand. I heard about a school in CO that only speaks Spanish. No English allowed. THIS IS WRONG!
