No. It is the army of the Philippines which is fighting Abu Sayef in Sulu Province. That group is one which is allied to both Al Queda and Jama Islamiya (JI), a terrorist group in Southeast Asia which predates Al Queda's "birth" by ten years or more. JI's goal is to establish a single Islamic state out of Indonesia, Malaysia and the Southern part of the Philippines.

The US government has had troops there for a while. Whether it be special forces teaching the local military, or advisers assessing situations on the ground.
Edit: Just so you know, answering this question doesn't affect OPSEC. You can find out about US involvement in the the Philippines from one of the 24 hour news networks.

There is minor US Military involvement in the Philippines, I don't know if it's Al Qeada and the Marines though.
